The said rural recreation district hereby created shall be and is hereby designated
as "Recreation District No. 1 of the Parish of St. Martin, State of Louisiana" (the
"district"), and as thus created, shall constitute a body corporate and political
subdivision of the State of Louisiana, and as such, shall have all the rights, powers
and privileges granted and conferred by the Constitution and Laws of the State of
Louisiana, including the authority to incur debt, issue bonds and levy taxes.
