Every subdivider shall be required to grade and improve streets and alleys and to
install monuments, sewers, stormwater lines, water mains and when deemed necessary
by the planning commission, curbs and sidewalks in accordance with specifications
established by the municipal engineer or the engineering authority. If other specifications
have not been adopted by local authority, the planning commission may accept specifications
equal to those found in FHA Land Planning Bulletin No. 3, "Neighborhood Standards
for Southern Louisiana." The specification policy adopted, whether in local regulations
or in the construction specifications, article VIII of this chapter shall govern.
