In cases where a person requesting a hearing provides written good cause for not attending
a hearing, either personally or through a representative, the dangerous animal committee
may adjudicate the matter on the same date and time based on submissions of the person
requesting the hearing, including, but not limited to, letters, memoranda, affidavits,
photographs, or other documentary materials. These things shall be admissible as evidence
for the purposes of adjudications; however, the panel may exclude from consideration
any material which is not relevant to the adjudication of the alleged dangerous or
vicious dog.
